biography
Lieutenant Salvador Moralez began his career in law enforcement in 1978. He is a graduate of the Texas Department of Public Safety Training Academy (1982) and has been with the Texas Alcoholic Beverage Commission (TABC) since 1985. He has received a number of certifications from the Texas Commission of Law Enforcement Standards and Education including Advanced Peace Officer (1988), Instructor License (1993), Master Peace Officer (1997), and Law Enforcement Firearms Instructor (1999). He received his ASP Instructor Certification in 2005.
Lt. Moralez worked as an Undercover Agent for the TABC, El Paso District Office, for four years, and has been a Trainer for Use of Force Issues and Defensive Tactics for the TABC since 2002. He has also trained Officer Survival and Counter Assault Strategies and Tactics for the Texas Department of Public Safety Narcotics Unit, Austin, Texas. In 2005, Lt. Moralez received an Outstanding Service Award from the Texas Department of Public Safety Narcotics Training Unit for having trained hundreds of Narcotics investigators and Task Force members throughout the state.
Lt. Moralez completed the Command Staff Leadership Training at Sam Houston University Criminal Justice Center in 2006. He was also recognized as a Use of Force expert in federal court in 2006. In 2009, he became a recognized Use of Force expert for the Texas Alcoholic Beverage Commission and the Attorney General’s Office for the state of Texas.
With two 10th Degree Black Belts to his credit, Lt. Moralez is also an accomplished and internationally recognized martial artist who was invited to serve on the Philippine Olympic Committee by the Chairman of the International Affairs Committee, and was asked to teach his system of defensive tactics to the National Police Academy in Manila, Philippines. He was inducted into both the United States Martial Arts Hall of Fame and the Filipino Martial Arts Hall of Fame.
Today, Lt. Moralez continues to work for the Texas Alcoholic Beverage Commission in the El Paso, Texas District Office. He has assisted the TABC in the development of its Use of Force policy and reporting procedures and, as a Defensive Tactics Supervisor for all five regions of the TABC, continues to train law enforcement in methods which advocate a viable cohesion between defensive tactics and Use of Force policy. He acts as a consultant on Use of Force issues and continues to teach, lecture, and train on the subject.
